You can pay it off quicker by paying more principle with every monthly payment. Getting HELOC will not help you pay it faster, refinancing MIGHT help by getting a substantially lower interest rate, thereby allowing you to add more principle every month.

No, it shouldn't cause you to pay off your mortgage any faster. Most of the people that do this, do it for a cash shortage emergency. So, they pay the normal payment. Therefore, your 30 year mortgage will still take 30 years to pay off. HOWEVER, worse is that you now have an Equity line of credit with a higher balance than the previous month that also needs to be paid. So, all you've done is borrow money to pay your mortgage. And, eventually, you will max out on your Equity Line of Credit eliminating this option to pay your mortgage. Further, the bank can lower the limit on the Equity Line if they feel you're over leveraged. And, finally, the Equity Line usually has an interest rate that exceeds your mortgage rate, so you're paying paying the bank more for the use of their money.
Bottom Line: This does not pay off your mortgage faster. You're borrowing on your future. And, doing this often will get you in a heap of trouble quickly…. leading to sure forclosure.

That makes no sense. A line of credit is an interest-only loan at higher interest rates than any first mortgage you can get on the property. So, not only would you be paying more interest, nothing would go to principal. So, it would never get paid off.
The advantage of a line of credit is that you can pay extra money you might have to the principal and this will lower your monthly payment (you're charged interest on whatever the principal is – lower the principal and it lowers your payment). With a fully amortized mortgage, any extra money you pay into the principal pays that down, but your payment is the same. It's just that more of the payment goes to principal each month, reducing it faster. So, you pay the loan off earlier.
But, I cannot think of any conceivable scenario where a home equity line of credit should be taken out on a home to pay down your first mortgage.

Here is how it works. You have a heloc for 75K at say 4% interest only with a payment of $250.00 per month. Now lets say you have a rate of 6% right now which gives you a payment of $450 per month. You save $200 per month and add to the extra $300 per month that you are sending in to your principle.
Here is the break down.
On your current loan(using the numbers above) if you continue to pay the $300 extra per month, your loan will be paid off in 140 months (11.66 years) with a total of $29,252.87 paid in interest.
If you take the savings of $200 per month and add that to the extra $300 for a total of $500 and send that in as extra to the principle on a heloc, you will pay off the loan in 123 months(10.25 years) and pay $16,383.83 in interest.
The reason this works is because an interest only loan is the only mortgage that will recast (re-amortize) when an extra payment is made to the principle. This means that every time you pay on the principle the following month you interest charges are based on the new lower loan amount.
